팔레스타인 제노사이드와 유럽의 규범적 헤게모니의 실패: 국제 질서의 공동화(空洞化) 위기
The Palestinian Genocide and the Failure of Europe’s Normative Hegemony : The Crisis of the Hollowing Out of the International Order
이 글은 2023년 10월 이후 가자에서 전개된 팔레스타인 제노사이드를 계기로, 유럽이 자임해 온 규범권력 또는 규범적 헤게모니의 한계와 실패를 비판적으로 검토한다. 먼저 II장에서는 팔레스타인 저항을 역사적·식민적 맥락에서 절연된 ‘맥락 없는 악’으로 재현하는 담론을 분석한다. 특히 하버마스가 팔레스타인 저항을 9·11과 유사한 무맥락적 폭력으로 이해하는 방식이 네타냐후의 테러 담론과 구조적 친연성을 지닌다는 점을 논한다. III장에서는 하버마스와 아도르노를 중심으로 유럽 비판이론의 보편주의가 실제로는 유럽의 역사적 경험에 한정된 제한된 보편성에 머물렀음을 비판한다. 억압받는 자의 고통으로부터 보편주의를 재구성해야 한다는 이들의 이론이 정작 팔레스타인인의 고통 앞에서는 배제적으로 작동한다는 것이다. IV장에서는 이번 제노사이드가 더 이상 은폐된 ‘무대 뒤’가 아니라 전 세계가 실시간으로 목격하는 ‘무대 위’에서 수행되고 있다는 점에 주목하면서, 서구 자유주의 질서가 이제는 위선적 외관조차 유지하지 못하는 규범의 공동화 상태에 이르렀다고 본다. 이어 V장에서는 2003년 이라크 전쟁 당시 국제법과 반전의 언어를 내세웠던 유럽의 자기이해와, 오늘날 팔레스타인 문제 앞에서 침묵과 공모로 일관하는 현실을 대조함으로써, 팔레스타인 제노사이드가 유럽의 규범적 헤게모니의 실패를 드러내는 결정적 사례임을 논한다. 마지막으로 VI장에서는 팔레스타인의 고통을 선택적 보편주의의 구조를 폭로하는 시금석으로 제시하며, 식민주의와 점령의 피해자들의 경험으로부터 재구성되는 새로운 보편주의의 필요성을 주장한다.
This article critically examines the limits and failure of Europe’s self-proclaimed role as a normative power, or normative hegemony, in light of the Palestinian genocide that has unfolded in Gaza since October 2023. It begins by analyzing the discourse that represents Palestinian resistance as “evil without context,” arguing that Habermas’s interpretation of Palestinian resistance as a form of contextless violence structurally converges with Netanyahu’s discourse on terrorism. It then turns to the universalism of European critical theory, focusing on Habermas and Adorno, and argues that their theoretical commitment to reconstructing universalism from the suffering of the oppressed retreats into a selective and exclusionary universalism when confronted with Palestinian suffering. The article further emphasizes that the current genocide is being perpetrated not “behind the scenes” but “on stage,” under the real-time gaze of the world, and argues that this reveals not only the hypocrisy of the Western liberal order but also the hollowing-out of normativity itself. On this basis, it contends that the Palestinian genocide constitutes a decisive case exposing the collapse of Europe’s claim to normative hegemony, especially when contrasted with Europe’s earlier self-understanding as a defender of such values as international law, human rights, and peace. Finally, the article argues that Palestine should be understood not only as the site where the limits of European universalism are laid bare, but also as the critical touchstone for rethinking a new universalism—one reconstructed from the experience of those subjected to colonial domination, occupation, dispossession, and exclusion.
