AI 시대, ‘레드차이나’와 ‘디지털 레닌주의’‒ 이중의 감시 체계: ‘디지털차이나’와 ‘센티널차이나’ ‒

시진핑(習近平) 집권 이후 집단지도체제는 무너졌고 시민사회는 붕괴되 었다. 중국의 인민들에게 AI기술(‘레드차이나’)은 맑스-레닌주의(‘레드차이나’), 유교의 천하사상(‘공자차이나’)과 더불어 미래의 중국사회를 이끌어갈 3대요소로 알려져 있다. 이 글은 디지털 기반의 사회와 아날로그의 물리적 일상 세계가 결합 된 형태가 바로 지금의 중국사회라 주장한다. 즉 ‘디지털차이나’와 ‘센티널차이 나’(Sentinel China)가 결합한 이중의 감시체계가 중국을 ‘안전사회’이며 동시에 ‘감시사회’ 로 만들고 있다. 시진핑 체제는 정치적 권위주의 바탕 위에 ‘디지털차 이나’를 만드는 데 전력질주하고 있다. 이 글에서는 본래의 면모를 상실한 공자사 상과 마르크스주의를 ‘공자차이나’와 ‘레드차이나’로 명명한다. ‘공자차이나’와 ‘레드차이나’는 본래의 정신은 상실한 채 통치를 위한 레토릭만 남은 경우를 말한 다. 권위주의화한 두 이데올로기는 ‘디지털차이나’를 견제하고 약화시키는 힘을 가질 수 없다. 따라서 중국사회는 ‘동일성의 디지털 제국’으로 결과할 가능성이 높 다. 동일성의 디지털 제국은 AI의 ‘디지털차이나’만이 아니라 비밀경찰의 ‘센티널 차이나’가 결합하여 만들어진 이중의 감시체계 아래서 더 공고해진다. 중국인들은 이런 사회를 ‘행복한 감시사회’로 받아들인다. 나는 이를 조지 오웰의 ‘1984’보다 올더스 헉슬리의 ‘멋진 신세계’에 가깝다고 본다. 전자는 어떤 것을 금지하지만, 후 자는 금지할 필요가 없는 사회다
Since Xi Jinping took power, the collective leadership system has collapsed and civil society has disintegrated. For the Chinese people, AI technology (‘Digital China’) is known as one of the three factors that will lead Chinese society in the future, along with Marxism-Leninism (‘Red China’) and Confucianism (‘Confucius China’). This article argues that the current Chinese society is a combination of a digitally based society and an analogue, physical, everyday world. In other words, the dual su rveillance system of ‘Digital China’ and ‘Sentinel China’ makes China both a ‘safe society’ and a ‘surveillance society’. The Xi Jinping regime is rushing to create ‘Digital China’ on the basis of political authoritarianism. In this article, I will refer to Confucianism and Marxism as ‘Confucius China’ and ‘Red China’ because they have lost their original aspects. ‘Confucius China’ and ‘Red China’ refer to the loss of the original spirit and the rhetoric of governance. The two authoritarianised ideologies will not have the power to check and weaken ‘Digital China’, and Chinese society is likely to end up with a ‘digital empire of sameness’. The digital empire of sameness is further consolidated under a dual system of surveillance that combines not only AI’s ‘Digital China’ but also the secret police’s ‘Sentinel China’. The Chinese accept this society as a ‘happy surveillance society’.
