AI 시대에 우리의 주권을 재사유하기 ― ‘스택(Stack)’ 개념을 중심으로 ―
Rethinking Korea’s Sovereignty in the AI Era ― Focusing on the ‘Stack’ Concept ―
AI 시대에 우리의 주권 개념은 어떻게 재사유되어야 하는 것일까? 본 논문은 정치철학 및 국제관계학에서의 핵심 개념인 ‘주권’을 AI 시대에 철학적으로 재정립하기 위해, 벤자민 H. 브래튼의 ‘스택(Stack)’ 개념을 활용하여 AI 시대에 우리 한국의 주권이 지향해야 할 주권의 구조를 3계층 스택―‘플라스마 스택(Plasma Stack)’―으로 제시해보고자 한다. 본 논문은 베스트팔렌 조약에서 정립된 수평적 주권 즉 ‘대지’를 플랫폼 빅테크들의 수직적 주권 즉 ‘클라우드’가 전유하고 있는 상황 속에서, 고체·액체·기체의 3계층으로 이루어진 스택―‘플라스마 스택’―이 우리의 주권 개념으로 구축된다면 AI시대의 우리의 주권이 처한 문제에 대한 고찰과 더불어 나아가야 할 방향을 입체적으로 제시해 줄 수 있다고 주장하고자 한다.
How should the concept of sovereignty be reconsidered in the age of artificial intelligence? To philosophically redefine ‘sovereignty,’ a core concept in political philosophy and international relations, this paper utilizes Benjamin H. Bratton’s ‘Stack’ concept to present a three-layered ‘Plasma Stack’ representing Korea’s sovereignty in the AI era, proposing it as a new concept for Korean sovereignty. In the current situation where the horizontal sovereignty established by the Treaty of Westphalia is being eroded by the vertical sovereignty of platform tech giants, this paper argues that the ‘Plasma Stack,’ composed of three layers of solid, liquid, and gas, can provide a multidimensional perspective on the sovereignty issues facing Korea in the AI era and suggest a direction for the future.
