Conceptual Engineering of Solidarity-Shaftesbury and Mill

The purpose of this paper is to reconstruct the concept of solidarity from the perspective of conceptual engineering. Although solidarity has functioned as a central ideal in social, political, and civic movements, it has been understood within the historical and social contexts of particular communities rather than as a universal ethical concept. Moreover, while solidarity possesses a powerful motivational force that guides human action, it has its roots in communal belonging, limiting its extension into a universal normative principle. For this reason, despite its social and political significance, solidarity has not received sufficient philosophical justification as a central normative concept in ethics. To address this problem, this paper first critically examines the four conceptions of solidarity proposed by Kurt Bayertz and argues that existing concepts of solidarity have limitations in attaining both actuality and universality. It then analyzes how a conception of solidarity characterized as local, interested, and de se can be elevated to the level of universal ethics from the perspective of conceptual engineering. To this end, the paper employs Shaftesbury’s notion of disinterested pleasure and John Stuart Mill’s qualitative utilitarianism as its theoretical foundations. Whereas Bentham’s quantitative utilitarianism is limited in explaining the ethical elevation of solidarity, Mill’s qualitative utilitarianism provides a theoretical framework for interpreting Shaftesbury’s disinterested pleasure as a form of higher pleasure. On this basis, this paper presents a mechanism that elevates solidarity to the level of universal ethics by linking the disinterested pleasure formed through the disinterested contemplation of the beautiful in society with Mill’s concept of higher pleasures of the ethical elevation of solidarity. Through this conceptual engineering reconstruction, solidarity is reinterpreted not as a value confined to particular communities but as a normative concept compatible with universal ethics. Furthermore, this paper provides theoretical grounds for reconsidering the conventional view that utilitarianism and solidarity are fundamentally incompatible.
