한센인, 서발터니티(subalternity)의 지정학: 부산의 경우
The Geopolitics of Subalternity: The Case of Busan Hansen’s Disease
서발터니티라는 개념은 주체에도 객체에도 속하지 않는 존재, 그렇기 때문에 극도로 취약한 상황에 처한 존재의 특성을 종합한 개념이다. 존재론적으로는 부재 처리된 존재, 의미론적으로는 무의미 또는 혼종적 의미, 인식론적으로는 감지될 수 없는 존재 등, 기존 체계가 정상으로 간주한 범위에서 이탈한 모든 개념을 종합한 개념이 서발터니틱한 존재다. 서발터니티는 서발터니틱한 존재를 생산한 지역의 장소성을 새기고 있다. 이 연구는 그러한 존재 중 하나로 한센인의 사례를 살피고 있다. 이를 통해 한국 최초이자 최대의 한센인 정착촌이 있었던 부산의 지정학도 살펴본다. 한센인 격리 정책이 장애인 시설 격리 정책의 모태였다는 사실을 생각하면, 부산은 서발터니틱한 존재에 대한 격리와 배제의 기억을 지정학적으로 새겨두고 있음에 틀림없다. 최근 발표한 부산의 ‘15분 도시’ 구상에 장애인이 아예 누락되어 있다는 점에서도 이러한 추측은 신빙성을 더한다. 이 누락의 염치없는 폭력을 폭로하는 존재가 한센인 같은 서발터니틱한 존재들인데, 이러한 폭로가 우리 곁에 치명적으로 다가오지 않는 것은 그들의 존재와 음성이 취약하고 희미하기 때문이다. 이 음성과 존재감을 감지하지 못하는 기득권자는 그런 점에서 더욱 무능하고 염치없다고 하겠다. 이 연구는 한센인의 사례로 주체의 인식론적 무능과 부정의를 구체적으로 성찰하기를 촉구한다. 구체적이라는 말이 들어간 이유는 이 연구가 진행된 장소성과 한센인이 밀접한 관련이 있기 때문이다. 이 글을 읽는 독자들이 거주하는 구체적 장소에서 작동하는 폭력에 민감해지기를 촉구하고 싶었기 때문이다. 환대는 서발터니티의 치명성을 인식하는 바로 그 장소에서 비로소 시작되니까.
The concept of subalternity is a concept that synthesizes the characteristics of beings that do not belong to either subjects or objects, and are therefore in an extremely vulnerable situation. A subalternitic being is a concept that synthesizes all concepts that deviate from normality, such as beings that are ontologically treated as absent, semantically meaningless or hybrid meanings, and epistemologically undetectable beings. Subbalternity engraves the sense of placeness of the local that produced the subalternitic existence. This study looks at the case of leprosy, one of those beings. Through this, we also look at the geopolitics of Busan, where Korea’s first and largest leprosy settlement was located. Considering the fact that the leprosy isolation policy was the origin of the quarantine policy in facilities for the disabled, Busan must have geopolitically engraved the memory of isolation and exclusion of subalternatic beings. This speculation also adds credibility to the fact that disabled people are completely omitted from Busan’s recently announced ‘15-minute impact city’ plan. The beings who reveal the shamelessness of this omission are subalternatic beings such as lepers, but the reason this revelation does not strike us fatally is because their presence and voice are weak and faint. A subject who cannot sense this voice and presence can be said to be even more disable and shameless in that respect. This study urges concrete reflection on the epistemological disability and injustice of the subject through the case of leprosy. The reason why the word concrete is included is because the location where this study was conducted and leprosy are closely related, and because I wanted to urge readers of this article to be sensitive to the violence that operates in the very places where they live. Hospitality begins only in the very place where we recognize the fatality of subalternity.
