헤겔의 『영국 선거법 개혁 법안』은 영국의 1차 선거법 개정에 대한 철학적 성찰을 담고 있다. 이 글은 헤겔의 정치철학이 일관되게 현실 정치와 긴밀히 연관되어 있었음을 보여주는 중요한 자료이다. 헤겔은 영국에서 선거법 개정을 통해 투표권 배분과 의석 조정에서 정의와 공정성이 회복될 수 있다는 점을 긍정적으로 인정한다. 하지만, 그는 이러한 선거 제도 변화는 정치 개혁으로 불충분하다고 보았다. 헤겔은 영국 사회의 근본적인 문제인 교회의 십일조, 대지주 권리, 수렵권 등 구조적인 적폐가 선거법 개정만으로 해결될 수 없다고 비판하며, 실질적 개혁을 위해서는 사회･경제적 차원의 개혁이 함께 이루어져야 한다고 주장한다. 또한, 헤겔은 공론과 대의제의 관계를 깊이 있게 다룬다. 그는 여론이 시시각각 변하며 불안정하다는 점을 경계하면서도, 공론이 올바르게 형성되기 위해서는 시민들이 국가 공동체의 보편적 이익을 이해하고 참여하는 시민 교양[도야]과 정치적 미덕을 갖추어야 한다고 강조한다. 헤겔은 투표권의 양적 확대만으로는 민의를 제대로 반영할 수 없으며, 공직에 적합한 능력과 도덕적 자질을 갖춘 인물이 정치에 참여해야 한다고 보았다. 결론적으로, 『영국 선거법 개혁 법안』은 제도적 개혁과 시민적 자질의 성숙이 어떻게 조화를 이루어야 하는지에 대한 헤겔의 정치 철학적 입장을 구체적으로 보여준다. 이는 오늘날 민주주의가 직면한 여러 문제에 대해 철학적 해법을 모색하는 데 중요한 시사점을 제공한다.
