초록
현재 한국 사회는 합계 출산율 1명을 밑도는 초저출산 사회에진입하였다. 저출산은 생산 인구의 감소로 인해서 다양한 사회-경제적 문제를 야기하는 사회 현상이기에 국가는 막대한 예산을 동원하여 저출산 문제 해결을 위해서 노력 중이다. 이러한 상황은 다양한 원인에 의해서 초래되었다고 생각할 수 있는데, 직접적으로정부가 30여 년간 추진해 왔던 산아 제한 정책, 고용 불안, 자녀 양육비의 상승, 특별히 직장일과 가사일을 모두 수행해야 하는 여성의 상황 등의 사회-경제적 요인들, 혼인과 가정에 대한 가치관의변화 등이 있다. 가톨릭 교회는 혼인과 가정 그리고 부모 됨의 소명은 한 인간이 인격적으로 완성되는 여정으로 이해하기에 자녀를많이 낳는 것보다 출산의 과정이 인격의 존엄성에 부합하는 방식으로 이루어져야 함을 강조하며, 그러한 관점에서 그 동안 저출산문제보다는 생명 보호 운동을 수행해 왔다. 그렇지만, 초저출산 시대를 맞아 기존의 생명 운동을 보존하면서도 보다 적극적으로 출산과 양육의 문제를 바라보고 행동할 필요가 있다. 그리스도교 인간학을 토대로 한 혼인과 가정, 생명 교육, 전례와 삶 안에서 생명의 존엄성 거행, 출산과 양육을 돕는 실질적인 활동 등이 필요할것으로 생각된다. 혼인과 출산이 강제 될 수 없는 것이기에 가톨릭교회는 혼인과 가정의 소중한 가치와 의미를 알려주며 사람들을초대해야 한다.
Currently, Korean society is experiencing lowest-low fertility with the total fertility rate below 1.3. The low fertility is a social phenomenon that causes various socio-economic problems due to a decrease in the working population, so the government is trying to resolve this problem by mobilizing a huge budget. This situation can be thought to be caused by various factors, such as the birth control policy that the government has been promoting for over 30 years, job instability, the increase in the costs of children, and especially the situation of women in which they have to carry out both paid work and housework, value changes regarding marriage and family, etc. The Catholic Church doesn’t emphasizes the great number of children but teach that the vocation of marriage, family, and parenthood is a journey of realization of person so that the process of procreation is consistent with the dignity of the person. In the meantime, it has been carrying out the pro-life movement rather than the encouraging childbirth However, in the era of lowes-low fertility, it is necessary to look at and act on the issues of childbirth and nurture more actively while preserving the pro-life movement.
There are necessary the education about marriage, family, human life based on Christian anthropology, celebration of the dignity of life in the liturgy and everyday life and practical activities to help childbirth and nurture. Since marriage and childbirth cannot be imposed, the Catholic Church should invite people to know the precious value and meaning of marriage and family.
