민주주의 순환 모델의 이론적 기초: 정당성, 상호성, 정의의 연쇄적 순환
Theoretical Foundations of the Democracy Circulation Model: The Sequential Circulation of Legitimacy, Reciprocity, and Justice
이 글의 목적은 민주주의 순환 모델의 이론적 기초를 제안하는 것이다. 이를 위해 먼저 시민 역량 질문을 민주주의 모델의 새로운 분류 기준으로 제안한다. 이어 이 기준에 따라 민주주의 이론을 선호 표출, 합리 숙의, 저항 경합 모델로 재구성하고, 이들 모델이 정당성, 상호성, 정의라는 세 정치적 규범의 연쇄적 갱신을 설명하지 못한다는 공통된 이론적 공백을 드러낸다. 이 글이 주장하는 기본 명제는 다음과 같다. 민주주의는 이 세 가지 정치적 규범이 민주적 야성, 민주적 감성, 민주적 지성이라는 시민 역량을 매개로 비대칭적 연쇄 구조 안에서 스스로 재갱신하는 동적 체계이며, 이 순환은 민주주의의 규범적 실질을 유지하기 위해 당위적으로 요구된다. 이를 논증하기 위해 먼저 정당성, 상호성, 정의를 서로 환원될 수 없는 독립적 규범 층위로 구별하고, 이어 민주적 야성, 민주적 감성, 민주적 지성을 이에 대응하는 시민 역량으로 정초한 뒤, 세 정치적 규범과 세 시민 역량의 비대칭적 연쇄 구조를 규범적 재갱신 개념을 통해 정식화한다. 이 글은 민주주의 순환 모델의 완결된 이론이 아니라, 그러한 이론이 성립하는 데 필요한 최소한의 이론적 기초를 제안한다.
The aim of this article is to propose the theoretical foundations of a democratic cycle model. It begins by introducing the question of civic capacities as a new criterion for classifying models of democracy. On this basis, it reconstructs democratic theory into three models, preference aggregation, rational deliberation, and agonistic contestation, and argues that they share a common theoretical gap: none adequately explains the sequential renewal of the three core political norms of legitimacy, reciprocity, and justice. The central thesis of this article is that democracy is a dynamic system in which these three political norms continuously renew themselves through an asymmetrical sequential structure mediated by three civic capacities: democratic wildness, democratic sensibility, and democratic intelligence. This cycle is not merely descriptive but normatively required for sustaining the normative substance of democracy. To defend this claim, the article first distinguishes legitimacy, reciprocity, and justice as three irreducible and independent normative dimensions. It then develops democratic wildness, democratic sensibility, and democratic intelligence as the corresponding civic capacities and, finally, formulates the asymmetrical sequential structure linking these political norms and civic capacities through the concept of normative renewal. Rather than presenting a complete theory of the democratic cycle model, this article proposes the minimum theoretical foundations necessary for such a theory to be developed.
