유가적 정치문화에서 공론과 소통
Public Discourse and Communication in Confucian Political Culture
본 논문은 현대 정치의 핵심 요소인 ‘공론’과 ‘소통’이 유교적 전통과 연속성을 가질 수 있음을 논의한다. 이를 위해 유가의 정치적 소통에서 기본적 토대라고 할 수 있는 공(公)에 대한 유학자들, 특히 주자의 사유를 출발점으로 삼는다. 공동체에 대한 유가적 이상의 표출이라 할 수 있는 공론(公論)과 유가적 이념을 내면화한 공적 인간인 공론 주체는 공의 이념을 실현하는 두 요소이다. 특히 공론의 주체는 그의 심적 능력인 공적 감각을 통하여 공론을 전개하고 공동체에 기여한다. 또한 공적 감각은 특정 계급이나 인물에 제한적인 것이 아니라 심적 능력을 지닌 인간이라면 누구나 가질 수 있는 것으로, 교육과 자기 수양의 과정을 통해 확보할 수 있는 것이다. 이는 유교 사회의 공동체 구성원이 누구나 잠재적인 공론의 주체임을 보여주며, 또한 정치적 소통의 능력을 지녔음을 보여준다. 공론 주체는 성선(性善)을 자신의 정체성으로 삼는 도덕적 인간일 뿐만 아니라, 공동체의 일원으로서 공적 감각을 갖추고 자신과 타자, 공동체를 연속적으로 사유하는 존재이다. 이렇게 해석은 유가의 이상과 가치가 구성원들의 상호 동의와 존중 속에서 실현되는 방식을 보여준다. 이러한 시도를 통해 현대 사회에서 유가 정치 문화의 연속성을 확보하고 실현할 수 있는 유의미한 유가적 소통론을 탐색하고자 한다.
This paper discusses the possibility that the core elements of modern politics, namely “public discourse” and “communication,” can maintain continuity with Confucian traditions. To explore this, it takes the thoughts of Confucian scholars, particularly Zhu Xi, on the concept of gong (公) as a foundational basis for political communication in Confucianism. Public discourse (公論), as an expression of Confucian ideals for the community, and the public discourse subject, who internalizes Confucian ideology, are two essential components in realizing the ideal of gong. In particular, the public discourse subject engages in public discourse and contributes to the community through their faculty of mind, the “sense of the public” (公的感覺). Furthermore, this sense of the public is not confined to specific classes or individuals but is an inherent faculty that any human being can possess and cultivate through education and self-discipline. This demonstrates that all members of a Confucian society are potential subjects of public discourse and possess the capacity for political communication. The public discourse subject is not only a moral being who takes “innate goodness”(性善) as their identity but also an individual who, as a member of the community, possesses a sense of the public and continuously reflects on themselves in relation to others and the community. This interpretation illustrates how Confucian ideals and values are realized through mutual agreement and respect among community members. Through this approach, the study seeks to explore a meaningful Confucian theory of communication that ensures the continuity and realization of Confucian political culture in modern society.
